ARPA general manager reports to Las Animas City Council

Las Animas City Council heard a report from Rick Rigel, general manager of ARPA (Arkansas River Power Authority). He stated that “the boiler has not responded up to specifications and there still continues to be a need for more modifications to meet full compliance.” He predicts that “compliance testing will come up again in late summer or early fall. Natural gas prices are low and ARPA is in a holding pattern.”

“Whose expense is this?”  Janice LaSalle asked. “Our position is this is the responsibility of Babcock and Wilcox,” Rigel said. ‘The vendor is supposed to replace the equipment. The plant needs to be in compliance.” The council expressed concern and consternation over the plant not being in full operation and the rise in electric bills for the customer. “Paying for this shouldn’t be the responsibility of the customer,” said Jim Collins.
